SCIM and API tax

What Heroku charges to automate accounts.

Heroku does not offer SCIM provisioning on any plan. There is no SCIM tax to pay, and no plan that lets your identity provider create, change and remove Heroku accounts through SCIM.

Pricing notes

Heroku Enterprise supports SAML SSO but SCIM is still on the roadmap (not GA per heroku/roadmap issue #149). Status changed from gated to none. Only JIT via SSO.

Common questions.

Does Heroku support SCIM?

No. Heroku does not offer SCIM provisioning on any plan, so accounts are created and removed by hand, by file import, or by a tool that works in Heroku the way an admin would.

Can Heroku accounts be automated without upgrading?

Yes. StitchOps creates, changes and removes Heroku accounts on the plan you already have, triggered by the events your identity provider already sends. It uses an API when one exists and works anywhere a person can log in and act when one does not.

Is Heroku in the Okta Integration Network?

Yes. As of October 10, 2026, the OIN lists Salesforce Heroku with SAML sign in and no provisioning.

Can Okta deprovision Heroku users?

Not through an OIN connector. StitchOps removes Heroku accounts the day someone leaves, anywhere a person can log in and act, and saves evidence of each removal.
